The fpTeX 0.4 distribution is deprecated by now.

It is replaced  by the fpTeX-0.5 one,  which is  roughly equivalent to
the content of the 6th edition of the TeXLive.

Should  you need some  of the previous packages, you  will  be able to
find them again for some time at this url:

ftp://ftp.dante.de/pub/fptex/0.4/

The support packages available   remotely have been  withdrawn, mostly
because they have  been obsoleted by  newer versions that would not be
supported by the old TeXSetup program.
