Parameters:
parseInfo - put debug information into this Formatter; may be null.
cs - the CoordinateSystem to test
Returns:
true if it can be made into a RadialCoordSys.

Determine if the CoordinateSystem cs can be made into a GridCoordSys for the Variable v.
